Goa has taken a major step towards green industrial growth with the inauguration of its first integrated waste recycling and critical material recovery facility at Verna Industrial Estate. With an annual processing capacity of 50,000 metric tonnes, the facility brings e-waste recycling, precious-metal recovery, critical-mineral refining and PET plastic recycling under one roof. A key highlight is that 87% of the employment generated will be for Goans.

From Waste to Valuable Resources
The newly inaugurated facility is designed to process some of the most complex waste streams, including electronic waste, industrial waste and plastic waste.
Spread across 26,664 square feet, the facility covers the complete recycling chain from collection and dismantling to segregation, material recovery and refining. It is equipped with more than 15 specialised processing systems and a 3 CMD zero-liquid-discharge effluent treatment plant.
The facility will be operated by PureCycle Recycling, a subsidiary of BlackGold, and is designed to recover valuable materials that would otherwise be lost in waste streams.
Critical Minerals and Precious Metals
A major focus of the facility is the recovery and refining of critical minerals and precious metals from discarded materials.
Such materials are increasingly important for sectors including electronics, technology and telecommunications. Recovering them domestically can help strengthen supply chains and reduce dependence on imported raw materials.
The facility is also linked to the Union Ministry of Mines’ Incentive Scheme for Promotion of Critical Mineral Recycling under the National Critical Minerals Mission.
87% Employment for Goans
Beyond waste management and resource recovery, the project has a strong local employment component.
As per the project details, 87% of the employment opportunities generated by the facility will be for Goans. This makes the project significant not only from an environmental perspective but also as an employment opportunity for residents.
The facility is expected to create opportunities across technical operations, material processing, maintenance, recycling and other associated activities.
CM Sawant Highlights Green Industrial Growth
Chief Minister Dr. Pramod Sawant highlighted the facility’s role in expanding Goa’s waste-management ecosystem and enabling the recovery of high-value materials from waste.
He said the project aligns with Goa’s broader vision of developing an economy that goes beyond tourism and creates space for manufacturing, technology, services, start-ups and green industries.
The facility therefore represents more than a recycling plant. It adds a technology-driven green industry to Goa’s industrial landscape while creating opportunities for local employment.
A Step Towards a Circular Economy
The facility is expected to contribute to Goa’s transition towards a circular economy, where discarded materials are recovered, refined and returned to productive use.
Its ability to bring multiple recycling and recovery processes together at a single facility could strengthen Goa’s capacity to handle specialised waste while recovering valuable resources.
With its 50,000-tonne annual processing capacity, advanced processing systems and focus on critical materials, the Verna facility marks a significant addition to Goa’s evolving green industrial ecosystem.
